Proficiency with Java 8 (deployed on Tomcat)
Demonstrated proficiency in English as defined in STANAG 6001 (4343) or demonstrate native English speaker background.
Demonstrate minimum NATO or National SECRET clearance with the appropriate national authority for the duration of the contract. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret). Must have an active Secret clearance.
Demonstrated working level knowledge with MS Office tools (Outlook, Word, Excel and PowerPoint , Share Point).
Demonstrate the availability to travel to any NATO entity within the 29 Nations (valid passport with no travel restrictions to NATO nations). Must be able to travel independently (possible10-20% travel expected).
Candidates must be a citizen of one of the NATO member nations.
Bachelor's Degree in Computer Science or Telecommunications or Information Systems and Technology or another equivalent or closely related discipline. An equivalent combination of education and experience may be considered.
Knowledge about NATO.
Knowledge about Database development and use.
Experience working on client sites.

DESCRIPTION OF DUTIES
Primary duties include:
Provide Web Developer support to NATO, specifically Allied Command Transformation (ACT). Due to the nature of NATO Defense Planning and associated processes, many products have to be developed simultaneously and within short timeframes. However, because of the disperse nature of the teams there is a risk that several products follow separate paths, possibly rendering incompatible results. That makes coordination activities even more important, but these efforts are hampered by the lack of appropriate tools to provide a common picture of all activities related to the (NATO Defense Planning Process (NDPP).
The length of military personnel's tours is normally three years. As the NDPP cycle lasts around four years, it is very unusual that military personnel can participate in more than one NDPP cycle, which makes activities to preserve corporate memory even more important. However, the current methods to preserve this memory, based on published documents, put a daunting task in front of any newcomer, who has to go through lengthy documents to get acquainted with the process; moreover, it is difficult to capture some experiences in formal documents, with the consequence, sometimes, that the same errors will be repeated over and over.
Following the Defence Ministers' Meeting in February 2013, the Strategic Commanders (SC) were tasked to determine the broad features of a new or renovated analytical tool to support the Capability Requirements Review (CRR) process (NDPP Step 2). Discussions among the NDPP Stakeholders indicated that a single tool integrating all management and analytical services required to cover all five NDPP steps (with a common Database).
In preparing for and executing these tasks, the ACT POCs with whom the contractor shall liaise closely are the Project Manager and the Software Architect.
As a Web Developer you will develop the required code and will contribute to technical services as follows:
Develop web applications (client / server) using Java Server Faces (JSF) 2.2 and Java 8
Develop the user interface for the web application using Facelets and Primefaces 6.1
Develop the code to implement the prioritized requirements gathered in the system.
Perform other duties as required.
